Yeah, Charizard really should definitely be considered a dragon type pokémon. A winged lizard that is capable of flight and splits fire out of its mouth is basically every requirement to BE a dragon.
Someone in the Pokémon universe just needs to come out and say, “Oops! We misclassified Charizard as flying type pokémon. He’s actually been a dragon type, all along. Kindly disregard the fact that Charizards are weak against electric types, like every other flying type pokémon. That’s just an unexplained fluke.”
