Yes, James was born in a wealthy family and arranged to be married to some psycho named Jessiebelle. He joined Team Rocket to get away from her.

Jessie’s mother was apparently a Rocket, but vanished while chasing Mew. Jessie was raised in an orphanage.

They do get married in the Electric Tale of Pikachu manga, there is a picture of them on her bulbapedia page.

Since when has Pokemon ever respected gravity? This is a series where somehow a 2-foot cliff is a one-way jump, and where monsters that defy all logic regularly break pretty much every known law of physics just for fun. Pokeballs floating in mid-air would not be at all out of place.
